I would hire Debra for the job for several reasons. First of all, Debra has more education than Lynn. Second, Debra has more employment experience than Lynn.  Therefore, she may have enough experience to assume the job. Besides,she had published "English Verb Tenses" in Shoetman Publishing Company, and this publication also proves his English ability. According to these reasons, I consider that Debra has enough qualification ,and I wound choose her to be a new instructor for my school.
