I would hire Debra for the job for several reasons. First of all, Debra has more education than Lynn. Second, Debra has more employment experience than Lynn.  Therefore, she may have enough experience to assume the job. Beside,she had published "English Verb Tenses in Shoetman Publishing Company, and this publication also prove his English ability. According to these reason, I consider that Debra have enough qualification ,and I wound choose her to be a new instructor for my school.
